【摘要】:TheESCProcess8212;Thispracticedescribesaprocessforcharacterizingground-watercontaminationatsites,thatprovidescost-effective,timely,high-qualityinformationderivedprimarilyfromjudgement-basedsamplingandmeasurementsbyanintegrated,multidisciplinaryprojectteamduringalimitednumberoffieldmobilizations.(SeeAppendixX1foradditionalbackgroundontheESCprocess,itsdistinctionfromtraditionalsitecharacterization,anditsrelationshiptootherapproachestositecharacterizationandAppendixX6andAppendixX7forillustrativeexamplesoftheESCprocess.)DeterminingAppropriatenessofESC8212;TheESCprocessshouldbeinitiatedwhenanESCclient,regulatoryauthority,andstakeholdersdeterminethatcontaminantsatasitepresentapotentialthreattohumanhealthortheenvironmentandtheESCprocesswillidentifyvadosezone,groundwater,andothercontaminantmigrationpathwaysinatimelyandcost-effectivemanner,especiallywhendecisionsconcerningremedialorotheractionmustbemadeasrapidlyaspossible.Situationswheretheprocessmaybeapplicableareasfollows:CERCLA8212;CERCLAremedialinvestigation/feasibilitystudies(RI/FS).(SeeAppendixX2.)ThispracticeshouldbeusedinconjunctionwithU.S.EPA(37)RCRA8212;RCRAfacilityinvestigation/correctivemeasuresstudies(RFI/CMS).(SeeAppendixX2.)Note48212;TheESCprocesscanbecontinuedtoincludeCERCLAfeasibilitystudiesandRCRAcorrectivemeasuresstudies(seeSection12),butthispracticefocusesonitsuseforsitecharacterization.SectionX1.4.5describestherelationshipoftheESCprocesstotheDOESAFERandEPASACMprogramsforacceleratingthecleanupofcontaminatedsites.ESA8212;Siteswhereenvironmentalsiteassessments(ESAs)conductedbyusingPracticeE1527,PracticeE1528,andGuideE1903identifylevelsofcontaminationrequiringfurther,moreintensivecharacterizationofthegeologicandhydrologicsystemofcontaminantmigrationpathways.SectionX1.5.3discussestherelationshipbetweenESAsandtheESCprocess.PetroleumReleaseSites8212;Largepetroleumreleasesites,suchasrefineries.TheusershouldreviewboththispracticeandGuideE1912toevaluatewhethertheESCorASCprocessismoreappropriateforsuchsites.SubsurfaceRadioactivity8212;SitesorfacilitieswithsubsurfacecontaminationbyradioactivitynotregulatedbyRCRAorCERCLA.DefenseDepartmentBaseClosureActions8212;wherevadosezoneandgroundwatercontaminationarepresent.OtherSubsurfaceContamination8212;OthersitesorfacilitieswherecontaminantmigrationinthevadosezoneandgroundwaterisamatterofconcernandheterogeneityofthevadosezoneandgroundwatersystemorpotentialcomplexbehaviorofcontaminantsrequiresuseoftheESCprocess.DefiningObjectivesandDataQualityRequirements8212;
